Salam After Meeting Patriarch Raï: The Issue of War and Peace Is in the Hands of the State
The Prime Minister, Nawaf Salam, announced from Bkerki after meeting with Maronite Cardinal Patriarch Bechara Boutros Raï that: “Bkerki is a major national reference, and we discussed with Patriarch Raï the government’s work. We are proud of the achievements we have made so far, especially in terms of administrative appointments and amending some laws.”
He said: “I informed Patriarch Raï about what happened during Ortega’s visit to Lebanon and benefited from his wisdom and long experience in managing the country.”
He added: “We did not discuss the issue of the Beirut municipality, and the government is adamant about holding the elections on time. Beirut has a special status and we must preserve the sectarian balance in it. The use of closed lists is one of the formulas that will maintain this balance in Beirut. All ministers are committed to the principle of maintaining the state’s authority over all Lebanese territories. The ministerial statement also confirmed the exclusivity of the use of arms and that the issue of war and peace is solely in the hands of the state.”
In another context, Salam announced: “I asked the relevant ministers, particularly the Minister of Defense, to inform us about the progress of the state’s authority and the exclusivity of weapons.”
Regarding arms, Salam emphasized: “We have a constitution based on the Taif Agreement, which clearly states the state’s authority. All ministers are committed to this, and the ministerial statement confirmed the exclusivity of weapons, and everyone is committed to it. The issue of war and peace is in the hands of the state, and everyone is committed to this.”
He also stressed the independence of the judiciary, noting that: “We must raise our hands off the judiciary to reach a conclusion in the Beirut port explosion case. I do not know when the indictment decision will be issued.”
Salam concluded: “Israel must fully withdraw from the five points, and we are working on implementing Resolution 1701. I have not received any threats regarding the possibility of war resuming.”

Le Premier ministre, Nawaf Salam, a annoncé depuis Bkerki après sa rencontre avec le patriarche maronite, le cardinal Bechara Boutros Raï, que : « Bkerki est une grande référence nationale et nous avons discuté avec le patriarche Raï du travail du gouvernement. Nous sommes fiers des réalisations que nous avons accomplies jusqu’à présent, en particulier en ce qui concerne les nominations administratives et la modification de certaines lois. »
Il a déclaré : « J’ai informé le patriarche Raï de ce qui s’est passé lors de la visite d’Ortega au Liban et j’ai bénéficié de sa sagesse et de son expérience longue dans la gestion du pays. »
Il a ajouté : « Nous n’avons pas abordé la question de la municipalité de Beyrouth, et le gouvernement est déterminé à organiser les élections à temps. Beyrouth a un statut particulier et il faut préserver l’équilibre sectaire dans la ville. L’utilisation des listes fermées est l’une des formules qui préservera cet équilibre à Beyrouth. Tous les ministres s’engagent à maintenir l’autorité de l’État sur l’ensemble du territoire libanais. La déclaration ministérielle a également confirmé l’exclusivité de l’usage des armes et que la question de la guerre et de la paix est uniquement entre les mains de l’État. »
Dans un autre contexte, Salam a annoncé : « J’ai demandé aux ministres concernés, notamment au ministre de la Défense, de nous informer sur l’avancée de l’autorité de l’État et de l’exclusivité des armes. »
Concernant les armes, Salam a insisté : « Nous avons une constitution fondée sur l’accord de Taëf, qui affirme sans ambiguïté l’autorité de l’État. Tous les ministres s’y engagent, et la déclaration ministérielle a confirmé l’exclusivité des armes, et tout le monde s’y engage. La question de la guerre et de la paix est entre les mains de l’État, et tout le monde s’y engage. »
Il a également souligné l’indépendance du pouvoir judiciaire, précisant : « Nous devons lever la main du pouvoir judiciaire pour parvenir à une conclusion dans le dossier de l’explosion du port de Beyrouth. Je ne sais pas quand la décision d’inculpation sera rendue. »
Salam a conclu : « Israël doit se retirer complètement des cinq points, et nous travaillons à la mise en œuvre de la résolution 1701. Je n’ai reçu aucune menace concernant la possibilité de la reprise de la guerre. »
