Salam: The Government Stresses Its Commitment to Its Pledges, Especially in Fully Implementing Resolution 1701

Prime Minister Nawaf Salam read the ministerial statement, saying: “We are committed to protecting the freedoms, security, and fundamental rights of the Lebanese people. The government will strive to be worthy of its name—the ‘Government of Rescue and Reform.’ The government’s primary goal is to establish the rule of law in all its aspects, reform institutions, and safeguard sovereignty. The state we seek is one that fully assumes responsibility for protecting the country.”

He added: “We recognize that the recent aggression our country has faced requires rebuilding what was destroyed and mobilizing support for reconstruction. The government is committed to reconstruction and financing through a dedicated fund.”

He continued: “The government affirms its commitment to taking the necessary measures to liberate all Lebanese territories from Israeli occupation and to extend the state’s sovereignty over all its land exclusively through its own forces.”

He stressed that “the state must adhere to neutrality and transparency in organizing elections and announcing their results.” He further stated: “Our government is keen on holding municipal, local, and parliamentary elections on time. We also aim to restructure the public sector for the public good, following modern standards that align with digital transformation.”

He added: “We want a state that holds the decision-making power over war and peace. We seek a state that is faithful to the constitution and national accord, and we are committed to implementing the remaining provisions of this agreement that have yet to be enacted.”

He continued: “We will ensure that appointments adhere to merit-based and competency standards. We aim for a state that guarantees justice for all through an independent judicial system—judicial, administrative, and financial—reformed according to the highest international standards.”

He added: “We will negotiate a new program with the International Monetary Fund (IMF) and address public debt and financial distress.”

He emphasized the need to “expedite judicial appointments to address the Beirut Port explosion case. The government will work on digitizing the judiciary, facilitating citizens’ access to legal procedures, implementing the law on forcibly disappeared persons, and continuing to pursue the case of the missing Imam Musa al-Sadr. Additionally, the government will continue investigations into political assassinations and the fate of Lebanese prisoners in Israeli jails.”

He stressed that “deposits will be given priority according to the highest international standards to safeguard depositors’ rights.”

He added: “We will work on developing the infrastructure of the transportation sector, improving Beirut-Rafic Hariri International Airport and the Port of Beirut, operationalizing Qlayaat Airport, establishing a social protection system, and facilitating the return of displaced persons.”

He stated: “The government reaffirms its rejection of the resettlement of Palestinians and upholds their right to return to their homeland.”

He concluded: “The government is committed to enforcing strict laws regarding maritime and river properties and will continue efforts to resume oil and gas exploration.”
